At least 95% of funds raised by the appeal are allocated to Member Agencies for their emergency response. Where necessary, members can use up to seven per cent of this money in the management and support of their programmes. The fundraising costs of any appeal are always kept below five per cent of the appeal total and are normally much less. Clearly, the more we raise the less we spend on appeal costs. DEC Secretariat core administration costs are covered by Member’s unrestricted income.
