How do you know that the agencies get the right amount?
The model has been tested and improved over many appeals and many years. The Trustees who are the Chief Executives of the Member Agencies delivering the disaster responses have confidence that this gives us an equitable and appropriate mechanism. The alternative models would take longer, be more labour intensive, costly and bureaucratic.
